Payroll & Operations Administrator - Bilingual

Position Summary

Mosaic Human Capital Solutions is hiring a Payroll and Operations Administrator on behalf of a leading construction company in the San Antonio area. This position plays a critical role in ensuring accurate payroll processing, regulatory compliance, and efficient administrative operations across the organization.

The Payroll and Operations Administrator serves as a primary point of contact for payroll, HR compliance, safety documentation, and internal systems. This individual will partner closely with Accounting, HR, Operations, and field leadership to maintain accuracy, reliability, and strong internal processes.

This role is ideal for someone who is bilingual in English and Spanish, highly organized, detail-oriented, proactive, and comfortable working in a fast-paced environment with multiple priorities and cross-functional responsibilities.


Key Responsibilities

Payroll & Accounting Support
  • Lead weekly payroll processing, ensuring accuracy, timeliness, and proper documentation.
  • Review payroll reports, investigate discrepancies, and coordinate corrections.
  • Manage payroll compliance, including garnishments, deductions, and adjustments.
  • Support job costing and classification of direct, indirect, and overhead labor.
  • Maintain PTO and headcount tracking to support payroll cycles and month-end close.
  • Partner with Accounting during payroll cycles and month-end close.
  • Serve as the primary payroll contact, responding to employee inquiries.
  • Support DOT-related payroll and labor compliance requirements.

Safety Administration
  • Maintain safety documentation, including incident reports, follow-ups, and light-duty records.
  • Support safety program administration and compliance tracking.
  • Track and manage safety inventory and supplies.
  • Support DOT compliance documentation and reporting.

Human Resources, Benefits, and Administrative Support
  • Provide administrative support for HR and benefits in English and Spanish.
  • Coordinate onboarding logistics, including system access, ID cards, and equipment.
  • Maintain HR compliance records, including I-9 and benefits documentation.
  • Support performance evaluation coordination.
  • Assist with drafting and maintaining HR processes and SOPs.
  • Coordinate communication with field leadership.

System & Platform Support
  • Provide training and support for systems such as Foundation Mobile, SafetyHQ, and related platforms.
  • Ensure consistent system usage and adoption.
  • Assist employees with system access and basic IT issues.

Operational & Administrative Support
  • Assist with general administrative tasks across finance, HR, and operations.
  • Support leadership with reporting and documentation.
  • Provide reception coverage, applicant coordination, and administrative support as needed.
  • Participate in special projects and ad hoc assignments.
  • Identify and implement process improvement opportunities.

Qualifications

Required
  • High school diploma or equivalent.
  • Payroll and administrative operations experience.
  • Advanced Microsoft Excel skills, including:
    • VLOOKUP/XLOOKUP
    • Pivot tables
    • Large data set management
    • Conditional formatting
    • Sorting, filtering, and tables
  • Strong attention to detail and organizational skills.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple priorities in a fast-paced environment.
Preferred
  • Bachelor’s degree in a related field.
  • Bilingual in English and Spanish.
  • Experience in the construction industry.
  • Experience with job costing and labor classification.
  • Familiarity with DOT regulations.
  • Experience drafting processes and SOPs.
  • Knowledge of HR, benefits, and safety compliance.
  • Experience with HRIS and payroll platforms (e.g., Foundation Mobile, SafetyHQ, Ease, or similar).
